Deputy Minister of Transportation have worked with Dong Nai province about Phan Thiet – Dau Giay highway on the afternoon 9 March.


Deputy Minister of Transportation Nguyen Ngoc Dong is on site survey the Phan Thiet - Dau Giay highway on March 9.

Representatives of Transport Engineering Consulting Company (Tedi) said that in November 2017, the National Assembly approved a resolution to invest some construction projects of some the North- South highways on East in the period 2017-2020. In particular, the Phan Thiet - Dau Giay section with the site clearance of 6 lanes (previously 4 lanes). Until now, the compensation, support and resettlement policy framework has been updated with site clearance of 6 lanes.

Transport Engineering Consulting Company (Tedi) completed the survey of supplement terrain, geology, material mine and wasted disposal. Currently, the feasibility report is expected to submit the Ministry of Transportation in early April, 2018. The company has completed consultation of community and survey of replacement price. It is expected to complete in March, 2018 to report to Ministry of Transportation and submit to Ministry of Natural Resources and Environment for appraisal.

Mr. Nguyen Xuan Lam, Deputy General Director of Thang Long (Thang Long Board) said that from 2014 right after receiving the policy of investment, Board 1 (now merged into Thang Long Board) set up landmarks then hand over to Local authorities to implement the site clearance of 4 lanes and Local authorities has basically completed this work. However, because the scale of the project changes from 4 lanes to 6 lanes, Thang Long Board has worked with Local authorities to announce changes the scope of site clearance, re-negotiate with material mines and wasted land field of the project and plan to co-ordinate in the future.

Policy framework for compensation, support and resettlement with site clearance of 6 lanes expected to complete in March 2018. The Ministry of Transportation and Communications will consult the Provincial People's Committee then submit to the Ministry of Natural Resources and Environment for appraisal and submit to the Prime Minister for approval. Right after the feasibility report is approved, the Board will proceed to implement the documents of site clearance and deploy to set up landmarks the site clearance of 6 lanes, hand over to the local authorities to submit the Provincial People's Committee for land recovery and payments.

"The next week from March 12 to 16, 2018, the Board and the Consultant will work with the districts and communes to agree all issues related to the project such as overpass, underpass, collector roads”, said Nguyen Xuan Lam.


Deputy Minister of Transport Nguyen Ngoc Dong is stating his opinions at the meeting on Phan Thiet – Dau Giay in the afternoon 9 March.

At the meeting, Deputy Minister of Transport Nguyen Ngoc Dong asked the Thang Long board of project management to coordinate with the Department of Transportation to re-position the intersection across Dong Nai province. Dong Nai has 3 interchanges with National Highway (2 locations with highway 1 and 1 location with highway 56), the scale will not change. Particularly, 2 provincial roads need to get local authorities’ opinions to evaluate the scale of these locations to ensure the principle of interconnection, convenient for means of transportation. Besides, consulting companies and Thang Long Board in coordination with localities soon agree the locations and scale of collector roads and bridges for adjustment, avoiding shortcomings.

Mr Dong proposed the Department of Natural Resources and Environment to update the estimated volume of land use planning after adjusting and set up landmarks site clearance. The measurement and policy frameworks building will be implemented by the province. At the same time, he suggested Thang Long Board to build master plan from now until successfully choosing investors. This will be base to report for consultancy of the Ministry of Transportation and Construction Management Department. After that the plans will be sent for the local authorities’ opinion.

"In May, the Phan Thiet - Dau Giay and Vinh Hao - Phan Thiet highway projects will be basically completed the feasibility report for the next steps. Consulting companies and Thang Long Board need to closely follow and coordinate with local authorities in site clearance activities, survey and assess the reserve and quality of material mines to be ready for the implementation of project. " Mr Dong said.

Mr. Tran Van Vinh, Vice Chairman of Dong Nai People's Committee assigned Department of Transportation who is in charge of coordinating with local authorities to review underground tunnels, collector roads, the junctions with National Highways and Provincial Highway. The departments review about the land using projects, survey and evaluate sites for the intersections’ design, especially the intersections of Long Thanh International airport.


Cars lining up for circulating on main road 1 in Dong Nai Province

According to design of Phan Thiet - Dau Giay highway, the first intersection of Highway 1 (Ba Bau, Binh Thuan), about 2.58 km from main Road 1, the ending intersection of Ho Chi Minh City - Long Thanh - Dau Giay highway at Km43 + 125.64 (Thong Nhat district, Dong Nai province). The highway’s length is 98.7 km, in which the length through Dong Nai province is 51 km. Scale of highway is type A, speed of 120km / h, with 4-6 lanes, construction of 4 lanes in phase 1. After reviewing the site, two overpasses were added and the road systems were built. All approved documents have been revised the documents of site clearance, the changes were reviewed carefully, collector road, collector site were reviewed to adjust ... Now the site clearance has completed with landmarks. It is expected that the compensation will be implemented in 2019.
